Анализ энергоснабжения технологически изолированных и удаленных территорий России характеризуется рядом негативных показателей и тенденций, способных спровоцировать возникновение чрезвычайных ситуаций в системах топливо- и энергоснабжения. На таких территориях, с более 100 тысячью изолированных поселений, состояние энергетической безопасности обеспечивается надлежащим функционированием децентрализованных энергетических комплексов электроснабжения в совокупности с взаимосвязанными сопутствующими системами.
Исходя из положений Доктрины энергетической безопасности Российской Федерации касательно децентрализованных территорий, преимущественно расположенных в районах Российского Севера, можно выделить ряд актуальных задач в части энергетики: обеспечение надежного и устойчивого обеспечения российских потребителей энергоресурсами стандартного качества и услугами в сфере энергетики; обеспечение технической доступности инфраструктуры топливно-энергетического комплекса для различных групп потребителей и возможности оказания им услуг в сфере энергетики.
Региональная энергетическая безопасность, как территориальный уровень, комплексно характеризует состояние энергообеспечения потребителей на территории субъекта или федерального округа Российской Федерации. Значимость интересов и весомость характеристик локальных энергозон и автономных объектов электрификации территорий Севера позволяет выделить региональный сегмент как отдельный объект мониторинга со своими унифицированными показателями (рисунок 1) системы оценки энергетической безопасности.
Для поиска адекватных ответов на возникающие вызовы и угрозы, повышения безопасности, надежности и устойчивости функционирования энергетической инфраструктуры необходимо повышение качества и своевременности выявления вызовов, угроз и рисков энергетической безопасности, а также оперативное реагирование на них.
В этих целях Доктриной предусмотрено формирование системы управления рисками энергетической безопасности (далее – СУР), субъектами которой также будут являться органы государственной власти субъектов Российской Федерации в пределах своей компетенции. Системность и гармоничная сбалансированность документов стратегического планирования в сфере энергетики позволяет достаточно четко выстроить взаимосвязь между базовыми принципами характера государственной деятельности и механизмами реализации государственной политики в сфере обеспечения энергетической и экономической безопасности с выделением ориентиров региональной составляющей.
Специфическая особенность характерных угроз рассматриваемых территорий обуславливает необходимость систематического анализа и при необходимости корректировки составляющих оценки региональной энергетической безопасности. Одним из ключевых факторов, требующих пристального внимания и детального изучения, является сильная взаимосвязь энергетики и экономики локальных систем энергоснабжения на изолированных труднодоступных территориях Севера. Непрерывный контроль эффективности путей управления энергетической безопасностью должен соотноситься с актуализацией задач стратегических направлений развития региона, с внутренними целями социально-экономического развития и показателями федерального уровня в целом и на уровне субъектов Российской Федерации.
В исследовании предлагается группа критериальных показателей оценки регионального уровня энергетической безопасности децентрализованных районов, отражающие степень действия присущих и идентифицированных угроз развитию и функционированию энергетики, ее подсистем и объектов рассматриваемых территорий.
The analysis of power supply to technologically isolated and remote territories of Russia is characterized by a number of negative indicators and trends that can provoke emergencies in fuel and power supply systems. In such territories, with more than 100 thousand isolated settlements, the state of energy security is ensured by the proper functioning of decentralized power supply complexes in conjunction with interconnected associated systems.
Based on the provisions of the Doctrine of Energy Security of the Russian Federation regarding decentralized territories, mainly located in the regions of the Russian North, a number of urgent tasks can be identified in terms of energy: ensuring reliable and sustainable provision of Russian consumers with energy resources of standard quality and services in the energy sector; ensuring the technical availability of the infrastructure of the fuel and energy complex for various groups of consumers and the possibility of providing them with services in the energy sector.
Regional energy security, as a territorial level, comprehensively characterizes the state of energy supply to consumers on the territory of a subject or federal district of the Russian Federation. The importance of interests and the weight of the characteristics of local energy zones and autonomous objects of electrification of the territories of the North makes it possible to single out the regional segment as a separate monitoring object with its own unified indicators (Figure 1) of the energy security assessment system.
To search for adequate responses to emerging challenges and threats, improve the safety, reliability and sustainability of the energy infrastructure, it is necessary to improve the quality and timeliness of identifying challenges, threats and risks to energy security, as well as prompt response to them.
For these purposes, the Doctrine provides for the formation of an energy security risk management system, the subjects of which will also be the state authorities of the constituent entities of the Russian Federation within their competence. The consistency and harmonious balance of strategic planning documents in the energy sector makes it possible to quite clearly build the relationship between the basic principles of the nature of state activities and the mechanisms for implementing state policy in the field of energy and economic security, highlighting the regional component guidelines.
The specific feature of the typical threats to the territories under consideration necessitates a systematic analysis and, if necessary, adjustments to the components of the assessment of regional energy security. One of the key factors requiring close attention and detailed study is the strong relationship between energy and the economy of local energy supply systems in isolated remote areas of the North. Continuous monitoring of the effectiveness of energy security management ways should be correlated with the actualization of the tasks of the strategic directions of the region's development, with the internal goals of socio-economic development and indicators of the federal level in general and at the level of the constituent entities of the Russian Federation.
The study proposes a group of criterion indicators for assessing the regional level of energy security in decentralized areas, reflecting the degree of action of inherent and identified threats to the development and functioning of the energy sector, its subsystems and objects of the considered territories.
